You need to add userquota, groupquota in /etc/fstab for the device you need quota support enabled.

server1# cat /etc/fstab
# Device Mountpoint FStype Options Dump Pass#
/dev/ad4s1b none swap sw 0 0
/dev/ad4s1a / ufs rw 1 1
/dev/ad4s1g /home ufs rw,userquota,groupquota 2 2
/dev/ad4s1d /tmp ufs rw 2 2
/dev/ad4s1e /usr ufs rw,userquota,groupquota 2 2
/dev/ad4s1f /var ufs rw 2 2
/dev/acd0 /cdrom cd9660 ro,noauto 0 0
server1#

To enable quota at boot time you have to add the following lines to

vi /etc/rc.conf

enable_quotas="YES" # turn on quotas on startup (or NO).
check_quotas="YES" # Check quotas on startup (or NO).
